Level 4 Gluten allergy?

My baby girl is 25 mnts and is allergic to Gluten. This may sound ridiculous, but the allergist was so unhelpful he just blew off the fact that she is allergic to wheat like its not a big deal? Apparently she has a level 4 allergy. What dose that mean? i could not find to much about it online.
